Opponents have pushed the law , challenging that its constitutionality over what the federal government can require of its citizens. Sen. Lindsey Graham said on Sunday that the issue is “probably the centerpiece of the debate in the fall—the proper role of government.” The White House says people are already benefiting from the plan.
