California City Declares Bankruptcy, and Huge Reward for "TearDrop Rapist" Information

For many Southland beachgoers, a day at the beach is often spent swimming in sewage, according to a new national report . The Natural Resources Defense Council say there is plenty of pollution and bacteria that can make you sick when you get in the water. 
Two local beaches, Avalon Beach in Catalina and Doheny Beach at Dana Point, made the “Repeat Offenders” list for closures and health advisories due to storm runoff and sewage.So to help you out for the first time this year the NRDC reports contains a zip code searchable map of more than 3000 beaches nationwide. The City of Stockton is the will file for bankruptcy by Sunday. The California city will become the largest American city to declare bankruptcy. The city council approved a special budget plan on a 6-1 vote. 
"Unfortunately, we have no comprehensive set of agreements with our creditors to offer you ... that would eliminate the $26 million budget deficit and avoid insolvency," City Manager Bob Deis said at a council meeting. 
The city says it will continue to pay employees, vendors and service providers for the time being.(Source:CBS)

The City of LA is offering a $50,000 reward for information leading to the arrest of the “Teardrop Rapist.” According to the LAPD there have been 25 similar attacks believed to have been committed by the suspect between 1996 and 2011.
“The suspect typically approaches women who are alone on their way to school or work or who are waiting at a bus stop, between the hours of 5:45 AM and 8:00 AM. The suspect converses with the victim and then threatens to kill the victim with a handgun or knife,”.
Officials said in a statement he is said to be 40-55 years old, with brown hair and one and two teardrop tattoos his eyes, but add that the markings may have been remove. Anyone with info is urged to contact the LAPD. (Source: CBS)
